USCG Master Training Specialist: The Roles of FORCECOM

Below is a breakdown of the responsibilities of the different branches of USCG Forcecom (FC-T, previously called FC-51) that Coast Guard instructors will need to know when qualifying as a Master Training Specialist.

FC-Tot (Previously called FC-511) is the Operations Section of the Training and Readiness Branch of Force Readiness Command. FC-Tot is responsible for Training Management, Management of Training Systems, Graduate Program Management, Capabilities, Performance Technology and Analysis. FC-Tot completes these responsibilities by interacting with the operational program elements within DCO; Training Program Managers, Rating Force Master Chiefs, and Training Commands, just to name a few. FC-Tot also manages the Request for Analysis (RFA) process and coordinates analysis efforts for the aforementioned program elements.

FC-Tms (Previously called FC-512) is the Mission Support Section of the Training and Readiness Branch of Force Readiness Command. Whereas FC-Tot manages training programs within DCO, FC-Tms is primarily within the DCMS world of work. That is, FC-Tms performs many of the same functions as FC-Tot except they interact with DCMS programs elements, such as Acquisitions, C4IT, and Engineering and Logistics. FC-Tms analyzes, designs, and evaluates training and human performance within DCMS elements. They also endure sustainment training solutions are developed in support of Acquisitions.

FC-Trm (Previously called FC-513) is the Resource Management Section of the Training and Readiness Branch for Force Readiness Command. FC-Trm manages the training and education programs for the CG to include; funding, quota management, and staffing and personnel. In short, they are the managers of the CG training system resources (funds and people).

FC-Tepd (Previously called FC-514) is the Education and Professional Development Section of the Training and Readiness Branch of Force Readiness Command. FC-Tepd is responsible for the Voluntary Education Program, Foreign Language Program, Advanced Education Program and Qualification Management. FC-Tepd also manages the CG General Mandated Training requirements as well as the CG Professional Development system, which many of the courses offered at the LDC fall under.

FC-Tadl (Previously called FC-515) is the Advanced Distributed Learning Section of the Training and Readiness Branch of Force Readiness Command. FC-Tadl is the policy management and e-learning arm of FORCECOM. They are responsible for e-learning and e-testing programs and well as training modeling and simulations development. FC-Tadl also manages EPSS, IETM, and LMS for the CG.
