Unwrap the small jelly rolls and stand one up on its end, right in the center of the tray on which you’ll be serving the cake. Make a circle of jelly rolls around that one, packing them in so that they all touch sides. Create another and another circle of jelly rolls until the bottom tier of the cake is as large as you want.
