Include as many skills as you wish. Job-related skills and transferable ones are the most desirable in your latest resume. For each and every skill, don’t forget to mention about when you have used it, along with the skill level and number of years that you have worked on it. Be honest while adding your skill level because you will have to prove your skill level at the time of interview. If you feel that you are an expert then put it in your resume, without any fear.

Guideline to rate your skill level:

Newbie: A beginner who has awareness about the skill. You are familiar about the skill and know the fundamentals.

Intermediate: This is a level that lies between the newbie and expert. You are good in the skill and has the ability to implement those skills but not fully aware with latest and advance trends in the technology.

Expert:A highly advanced and potentially strong skill level. You have solid and good command in the skill, understanding the advanced concepts pretty well. You have the power and proficiency to do R&D with your skill and proficiency.

Hiring managers don’t have enough time to go through your resume; they prefer to have a glance at it. In this case, if you are constructing a huge list then it is quite obvious that it would not be read. The optimal solution is to select at most 15 desirable skills.
