She is not really ready to breed until her egg is released. Then she will allow the male to mount, penentrate and tie with her. A tie is when the males penis gets stuck in the females vagina, to ensure pregnancy. If she is not ready,she will growl and maybe bite him when he trys to mount her. Spending $200, or less depending on where you live, to spay a dog, can save you several thousand dollars down the road if they get breast cancer, ovarian cancer, etc.
